No /usr/bin/perl.exe installed in perl-5.14.4-3

When updating perl to perl-5.14.4-3, I found that it no longer ran.
Specifically, there was no /usr/bin/perl.exe executable installed. I
notice that none is listed here:

https://cygwin.com/packages/x86/perl/perl-5.14.4-3

though there is one listed in the previous version in the distribution:

https://cygwin.com/packages/x86/perl/perl-5.14.2-3

Could this have to do with the particulars of my environment?

- I have Strawberry Perl installed
- I have a /usr/local/bin/perl shell script which calls Strawberry Perl
