I run pdflatex using cygstart from cygwin. This process a file to produce a

Dear Paul,
pdflatex is included in cygwin

$ cygcheck -f /usr/bin/pdflatex
texlive-collection-latex-20130529-1

why do you need to run it with cygstart that is used
to lanch not-cygwin programs ?
