TortoiseSVN lets Windows manage the ACLs for the files checked out. Under most circumstances, this means that *all* files have executable permissions. Cygwin's svn only sets executable permissions if the svn-property is set.

This is not a bug in either cygwin, svn, or tortoiseSvn. They just work differently.
