[ANNOUNCEMENT] Updated: {libpng14/libpng14-devel}-1.4.12-3

The libpng packages offer the standard libraries for manipulating
PNG files, a turbo-studly lossless image format. This is a security
update.

updates will be provided, and new applications (or recompiled ones)
should use a more recent API version (at this time, libpng-1.5.x).

========================
o Update to latest upstream release
o Security update:
  + CVE-2012-3386
  + CVE-2011-3048
  + CVE-2011-3026
o static libraries no longer provided per cygwin policy
o libpng14 now obsolete
  + libpng14-devel removed
