it is not related to "cmd /C start notepad"

$ cat f2.sh
#!/bin/bash
a=0
while ( true ); do
  X=hello
  a=$(($a+1))
  echo $a
done

$ ./f2.sh
[cut]
132
133
      0 [main] bash 5836 fork: child -1 - forked process died 
unexpectedly, retry 0, exit code -1073741819, errno 11
./f2.sh: fork: retry: Resource temporarily unavailable
./f2.sh: fork: Resource temporarily unavailable

on my system stop random between 63 and 463
