cygwin-1.4.0:
* Support in cygstart for unicode arguments/filenames
(from IWAMURO Motonori).
IIRC, part of this change affected how "bare" names (e.g. without paths)
were handled, to facilitate proper unicode support.

but I never got a patch.
I suspect this will need debugging for the 'bash' case, and an explicit
workaround for 'mailto:'.
