I've been experiencing exactly the same symptoms.

I've updated cygwin, installed emacs-23.3-2, and followed the instructions in:
http://x.cygwin.com/docs/faq/cygwin-x-faq.html#q-status-access-violation
None of it helped.

rebaseall indeed eliminated the problem for me. Thanks!
