It's possible to create a link with this adapted to your pathes:
%SystemRoot%\system32\cmd.exe /k P:/cygwin/bin/ash /bin/rebaseall
Same with an additional user's DLL list:
%SystemRoot%\system32\cmd.exe /k P:/cygwin/bin/ash /bin/rebaseall -T
/home/prefix/rebase.lst
