[ANNOUNCEMENT] Updated: sunrpc-4.0-4

This update is simply a repackaging of the existing sunrpc package,
without any testing. If the old version still works at this late
date (4.0-3 was published in 2005, during the cygwin-1.3.x era), then
this new version will too, because the .exe is *the same file*. OTOH,
if this new version is broken, then the old one must also have been
broken, so please, no complaints unless the following is true:
  1) you were previously using sunrpc-4.0-3 and it worked
  2) you upgraded to sunrpc-4.0-4 and made NO OTHER CHANGES
     and now it stopped working.
Those are the only bug reports I will accept concerning this package,
since it will soon be obsoleted by the forthcoming, modern rpcbind.

The sole reason for this repackaging is to avoid conflicts with
new facilities in cygwin itself (built-in XDR support), and with
new packages that replace many of the separate facilities once
provided by sunrpc. Eventually, sunrpc will be completely retired,
once all of its facilities are replaced. The only remaining component
before that can happen is the completion of a cygwin port of the
'rpcbind' package.

Changes since 4.0-3
=====================
o Repackaged, not recompiled
  + COMPLETELY UNTESTED
o librpc and associated headers removed; use libtirpc instead
o rpcgen removed; use new rpcgen package instead
