The above explanation is correct.
Cygwin 1.7 allows colons in filenames(*) but cygcheck uses simple ANSI
MSVCRT functions to check for file existance. These functions are
naturally not able to access files using special characters.
I checked in a fix to cygcheck which should rectify the problem. It
now uses a native NT function to check for a file.
