No, it doesn't.  setup.ini contains a couple of those entries pointing
to obsolete packages.  It's a side-effect of how the file is generated,
but those, let's say, "empty" entries don't hurt.  The libxml package is
obsolete and doesn't exist in the Cygwin 1.7 repository.  Don't search
for it.
