Using cmd.exe as an emacs shell

If this isn't enough for me to lose my non-kook status I don't know
what is, but...
Instead of / as well as using emacs' eshell, I occasionally need to do
stuff from a "DOS" command line. Is it possible to get cygwin's emacs
to do this?
