As far as I know, it comes with Windows since 3.0 and Google tells me that
MS have a version of it in Vista as well. However, Vista is a version of
Windows that I plan to skip entirely so, I'm not sure if I can help you
further. Nevertheless, someone mention you may need to hit "Ctrl+Shift +
Enter" instead of jut "Enter" at the run prompt.
