I have tried to install cygwin on a new Toshiba netbook (XP). Many things (perl, vi, info) are working as expected. When I type "emacs", I get a new command prompt, with no other messages. Below I give some things which lead me to believe that most of the installation worked. I have tried to attach output from the cygcheck program.
