The current version of setup is:
2009/06/15 12:44:02 Starting cygwin install, version 2.573.2.3
2009/06/15 12:44:02 io_stream_cygfile:
fopen(/etc/setup/last-extrakeys) failed 2 No such file or directory
2009/06/15 12:44:02 Current Directory: E:\

For some reason the -P option is not supprted for this version. And in
the homepage of cygwin, I can find no links to setup versioned 1.7. I
think I'd better patch the setup rather than spend time to find that
version of 1.7.
