I forgot an important point here:

  - Remove the entire 1.5 installation and remove the registry keys
    "HKCU\Software\Cygnus Solutions" and "HKLM\SOFTWARE\Cygnus Solutions".

> - Start setup for 1.5
> - change the installation path to c:\cygwin-1.5
> - After the installation, rename C:\cygwin-foo back to C:\cygwin
