If the first answer is "yes": Is it every time the same USB enclosure?
Have you ruled out that the 40G and the 500G are connecting at "full
speed" (i.e. 12MBit/s) instead of "high speed" (480 MBit/s)? That would
qualify as glacier-shift slow.
