How can scp be called and run successfully within the Cygwin console

Run setup.exe again and select openssh, in the Net category.

without getting this mismatch error message

That error message won't go away as long as you try to use two cygwin1.dlls on the same system. Search the list archives for "You have multiple copies of cygwin1.dll on your system" to find any of the many, many past threads on this topic, which will contain the reason why you get that error and why it's a problem.

without removing the C:\Programme\OpenSSH installation?

Sorry, you're going to have to choose one or the other: official Cygwin with its own openssh installation or this other OpenSSH standalone version. You can't have both running at the same time.
