I (jfong) owned the file. Should (*system*) own the file? Sorry, I don't understand what it means when you say it is not a regular file? What makes it Not Regular?
Is it a symlink?

No, they are files not links
What does 'ls -l /etc/cron.d/cron.daily' say?
