A quick grep does not unearth anything with the term "SIGPAUSE" or
"siginfo" in the cygrunsrv sources.  You seem to be talking about some
other sources.

My thinly veiled suggestion was that you should take a stab at doing
this yourself by inspecting the cygrunsrv sources.  The ChangeLog for
this application shows a fair number of submissions from different
people so you would be in good company if you provided a patch.
