What part of "will be required by the next version of POSIX" did you not
catch?

If you are a member of the Austin group (signup is free,
http://www.opengroup.org/austin/lists.html), then you can read the current
draft of POSIX 200x due to come out in the next 2 or 3 years. Meanwhile,
here is a summary of what is in the current draft:
https://www.opengroup.org/sophocles/show_mail.tpl?CALLER=show_archive.tpl&source=L&listname=austin-group-l&id=9977

The fact that vdprintf was omitted from v2 of the draft is a bug, and
hopefully it will be fixed before the final release
(https://www.opengroup.org/sophocles/show_mail.tpl?CALLER=show_archive.tpl&source=L&listname=austin-group-l&id=10339).
