and to clarify, a "vanilla" Xp install with current updates gives you
this odd thing called "WGA Verification"

Windows Genuine Advantage is a POS app that acts alot like Windows
Defender, but stripped down and with no updater or scanner. it DOES
however apparently circumvent some web traffic. choosing a different
mirror sometimes helps.

and most worst of all, YOU CANT UNINSTALL IT!

so that may be what has happened. another thing you may want to try is
disabling the Windows Firewall (if its SP2) - this is hell for
setup.exe

No.  It's a fairly vanilla XP Home installation, with current updates,
and not too much else installed.
