This is a bug in setup.exe, and was fixed recently. Please try a
setup.exe snapshot:
http://cygwin.com/setup/snapshots
The problem was, when downloading the source, setup.exe always picked
the version which is greater in text order. In this case, 9 > 11 (in
text order).
