  Not on the first ever install, I woulda thunk, since *these*

  create_mount ("/", get_root_dir (), istext, issystem);
  create_mount ("/usr/bin", cygpath ("/bin"), istext, issystem);
  create_mount ("/usr/lib", cygpath ("/lib"), istext, issystem);

lines appear about 20 lines *after* the bit I quoted previously.
