.exe.stackdump and core dump files questions

I would ask if there is an utility that transforme an .exe.stackdump
(bootstrap-emacs.exe.stackdump, for example) file in human-readable
informations.
Another ask is if, in Cygwin, is possible to produce a core dump file.
