1.5.19: Install problem: cannot find cygz.dll

I'm trying to install Cygwin (full install). I downloaded the
installer from cygwin.com, and downloaded and installed. The
installation runs smoothly until 99% of the way through, when I start
getting the following error:
xmlcatalog.exe - Unable to Locate Component
This application has failed to start because cygz.dll was not
found. Re-installing the application may fix this problem.
I get this error repeatedly, coming from xmlcatalog.exe,
gconftool-2.exe, and gtk-query-immodules-2.0.exe. After enough
clicking of "Okay," cygwin appears installed. I start up bash, and I
find various programs non-functional. Some (I've seen ssh and emacs)
generate the same cygz.dll error. Others (which, x) seem to not be
installed.
Reinstalling Cygwin does not help.
Any thoughts?
