Confirmed.  Attempting to start sshd with a fresh build from CVS results
in:

$ cygrunsrv -S sshd
cygrunsrv: Error starting a service: QueryServiceStatus:  Win32 error 1053:
The service did not respond to the start or control request in a timely fashion.
$ cygrunsrv -Q sshd
Service             : sshd
Display name        : CYGWIN sshd
Current State       : Start Pending
Controls Accepted   : Stop, Shutdown
Command             : /usr/sbin/sshd -De
$ ps -ef | grep cygrunsrv
  SYSTEM    5604       1   ?  14:27:17 /usr/bin/cygrunsrv

I don't think it's possible to attach to the service cygrunsrv process in
time -- attaching to the hanging process shows nothing.  I'll install a
service that calls strace directly and post the output shortly.
