Do you perhaps have a virus scanner installed?
I have seen McAfee VirusScan provoke this behaviour - stopping the
mcshield service seems to cure the problem (i.e. forcibly disabling the
scanner - merely disabling on-access scan via the McAfee GUI is _not_
enough). Oddly enough, for me, the problem then seems to stay cured
until next reboot even if you restart the mcshield service.
