The answer to that question depends on your configuration.  Please read 
and follow the problem reporting guidelines found here:

Please follow closely the request that the 'cygcheck' output be *attached*,
not embedded.

FWIW, I cannot reproduce the behavior you report in my environment so 
that suggests there isn't sufficient information about your configuration 
and your test case to find the issue you're seeing.
