Mailing list redirection etiquette?

So what is the recommended Cygwin method for redirecting a thread to the
appropriate list?

Most of the regulars reply targetting *only* the appropriate list (and
maybe the OP) while setting the Reply-To likewise.  This requires
others who would do the same to check the appropriate list in case the
redirection has already been done.  It also leaves the thread open on the
non-appropriate list for the "less clue-full" to continue discussion.

I propose that in addition to the above, the non-appropriate list should
be CCed so others are notified that the thread is closed and has been
redirected?

I know there will still be the "even less clue-full" who still ignore it
:-(.
