GCC problems

Hello,
I am trying to complile some programs but get this error message:
"/usr/lib/gcc-lib/i686-pc-cygwin/3.3.1/../../../../i686-pc-cygwin/bin/ld:
cannot find -lusr32
collect2: ld returned 1 exit status"
Another package add these two lines:
"*** The command '/usr/bin/gcc -o conftest -g -O2 conftest.c' failed
*** You must set the environment variable CC to a working compiler."
Can anybody suggest how to fix it? Where do I set this variable?
