If you mean "creating a new thread vs. replying to an existing message",
then yes, that's exactly it. I wouldn't call it "nagging", though, since
looking at the list with a threaded reader (e.g., the web archives) makes
these kinds of "in-reply-to" relations really annoying when following
threads.
