cannot delete /bin/manpath.exe

when trying to delete from explorer: 'Cannot delete manpath.exe: Access
is denied. The source file may be in use.'
when trying to view the security tab from explorer: 'You only have
permission to view the current security information on manpath.exe.'
when trying to delete from cmd: 'Access is denied'
when trying to rmdir /s from cmd: 'cygwin\bin\manpath.exe.lnk - Access
is denied'
when trying to rm from cygwin: 'rm: cannot unlink 'manpath.exe':
Permission denied'
i have already tried reinstalling cygwin and deleting, doing various
chowns/chgrps (presently the file is administrator:root and does allow
chowns), and i have already rebooted. os is win2k advanced server sp3
with an ntfs filesystem (hardware ide raid5).
