Hmm, I don't know.  I've just tested with 1.5.4 (same version in both,
/bin and ~ftp/bin, that's important!) and it doesn't hang for me.  I
used the same permission bits as you.  Oh, and I have created a ~ftp/etc
directory and copied /etc/passwd and /etc/group into it.  But that isn't
necessary to get it running.

However, I think it's time to change ftpd so that it doesn't try
password authentication with empty password for the anonymous account.
I guess I'll change that to passwordless logon, that should be
sufficient, unless you want to access remote drives from the ftp
account.
