If you want to "run Cygwin", you just need to start the bash shell.
You can do that from any command prompt window by cding to Cygwin's
'bin' directory and typing 'bash --login -i'. Actually, this is all
done for you by a file called 'cygwin.bat' which should be in your
Cygwin installation directory. You can run that directly too. If you
installed via setup and allowed it to create a link on your desktop
for "Cygwin", it should have created a Windows shortcut that points to
'cygwin.bat'. I just reran 'setup' now and let it place a shortcut on
my desktop. I didn't get 'cygwin.pif' so I'm still not sure I understand
