It's hard to say.  It is, however, the one place that this issue has
shown up and the one diagnosis with a solution.  Granted, in your case,
you're talking about cron and not TS.  Still, it's worthwhile to review 
the diagnostic process and see if it's a plain permissions issue.  If so,
you have a solution.  If not, you should be in a position to provide some
detailed data and maybe a simple test case/script of the problem.  This 
is not a common problem (at all) so at the very least more data will be
necessary before someone can attempt to help you further.  See

As Chris pointed out, it makes sense to question everything on your 
system and in your installation as well since the newest Cygwin version
has been out for weeks now.
