A search on google for "crontab howto" or "crontab tutorial" will give you the
answer to your first question.

Cron can run as a service (on NT/200[03]/XP/) or started from the command line
(in-case of 9x/Me it's the only way as the SCM is an NT'ism). A service run's in
the background and does not require a user to be logged-in.
