but anyway , WHY SSH HAS TO READ /etc/passwd before reading options or $HOME/.ssh/config?????

In Unix tradition, in order to get the value of $HOME one must obtain it from /etc/passwd. ssh cannot read options in $HOME/.ssh/config until it has resolved what $HOME is. It does so by getting it from /etc/passwd.
