Yes, I did try the directions in the README, but they do not work.
"cygrunsrv" does not have -D option...
cygrunsrv: unknown option -- D

It reproduces 100% of the time. I've tried it on several different machines
as well..
$ cd /etc
$ echo "hi" > foo.txt
$ chmod 600 foo.txt
$ getfacl foo.txt
# file: foo.txt
# owner: docbill
# group: None
user::rw-
group::---
mask:rwx
other:---
$ chown SYSTEM foo.txt
$ getfacl foo.txt
# file: foo.txt
# owner: SYSTEM
# group: None
user::rw-
group::---
mask:rwx
other:---
--
