The recent devel libtool tells:
$ libtool --version
ltmain.sh (GNU libtool) 1.4e (1.1175 2003/01/01 01:57:46)

ltmain of recent kde from anoncvs.kde.org: VERSION=1.4e
TIMESTAMP=" (1.1090 2002/02/07 19:54:36)"
So, it's from CVS HEAD -- but doesn't include these cygwin changes (duplicates indicate multiple same-day commits):

And you wonder why simply dropping a new *version* of that shell function doesn't work in KDE? You need to relibtoolize the whole tree with a more recent version of libtool, and THEN you can drop in my replacement test.
