1) Please provide cygcheck output as mentioned at
http://cygwin.com/bugs.html .
2) Please provide a simple testcase illustrating the problem.
3) As a wild guess, you might try either reinstalling the gcc-mingw
package, or even a more drastic:
rm -r /usr/i686-pc-mingw32 /usr/lib/gcc-lib/i686-pc-mingw32
and then reinstalling.
