I guess I'd say it's not "unexpected". Since the setting is in HKCU and
sshd is started under SYSTEM to work as a service, this value will be
initialized to the default for SYSTEM, which isn't the same as the user
you set it for in the registry. You can probably work around this by
checking the archives and finding the references describing how to start
a shell window as user SYSTEM. From that, you could use something like
regtool to make the setting there. I haven't tried this but it looks like
it should work.
