You can already access all of your windows files with cygwin:
- from within bash/tcsh/sh:
	$ cat /cygdrive/c/Temp/blah.txt | awk -e '...'
  or even
	$ cat `cygpath -u 'C:\Temp\blah.txt'` | awk -e '...'
- from a dos prompt (you should have C:\cygwin\bin in your path):
	C:\> type C:\Temp\blah.txt | awk -e "..."
