On a PIII, 733MHz, 384MB PC-133 SDRAM, Windows XP (laptop), non-standard mounts(*):

real 21.304s
user 9.080s
sys 13.711s

(warmed up, of course:
rm -f config.cache
./configure
rm -f config.cache
./configure # measured
)

(*) The non-standard mounts are actually sub-optimal, so I'm sure these numbers can be beaten:

% mount
c: on / type system (textmode)
d: on /cygdrive/d type system (textmode)
