/var/run/utmp, /var/log/wtmp, /etc/group: All these files have zero (0) length - why?

Hello,
utmp, wtmp, etc/group files on my box have zero length.
Why is it so?

The configuration:
- Windows 98;
- cygwin1.dll - 1.3.12;
- bash - 2.05b-3;

Thank you,
Alexei Lioubimov
