Your symptom (retrieving an outdated Setup.exe via the link on the Cygwin home page) is indicative of a cache between you and the Cygwin server that is not properly detecting the presence of a new file at the ultimate URL.

The current version is 2.249.2.3, and that's definitely what's present at <http://www.cygwin.com/setup.exe>.

I interpret that absence of any Setup.exe snapshots at <http://www.cygwin.com/setup-snapshots> to imply that Setup.exe is not at the moment under active development and hence not requiring interested or motivated users to try experimental versions.
