...unimportant, unless you're interested in implementation details. ;-)
Seriously, if you want to understand the details of the encodings in the 
registry, check the Cygwin source.  Otherwise, just be content that the 
settings mount makes here are appropriate for the flags you set when 
invoking it.  It has been noted in the past that the registry encodings 
are not the same at the user and system level.  This, in itself, is not
an indication of a problem.
