This seems like an incredible amount of work to just install the DLL.

Are you *really* getting a list of all of your drives under /cygdrive/c?
Or is this a typo?  

It seems to me that this should be:
bash$ ll /cygdrive

>,----[ll /cygdrive/c/c]
>| ls: /cygdrive/c/c: Not a directory
>`----

Not surprising, unless you have a 'c' directory on your c: drive.
