This is a known (and patched) bug. Unfortunately, the patch won't make it
into normal circulation until the new cygwin dll shows up. You can do one
of three things to fix this.
1) Use scp until the new dll gets released
2) Find the patch that was published in the list archives and rebuild the
dll
3) Get the newest development snapshot which may or may not cause other
problems
