Setting com port speed.

Hi,

What is the correct way to change the baud rate of com ports
under cygwin.

I'm running windows 2000 and have set the desired baud rate of
com7 to 38400.

Running "stty -F com7" speed reports that com7 is set to run at
9600 baud.

I have tried the command "stty -F com7 ispeed 38400" but receive
the error message "stty: com7: unable to perform all requested
operations". Then checking the speed of the port will show that
it is still set to 9600 baud.

Am I going the correct way about this? The main objective here is
to be able to enter the command "cat com7" and view the data on
that port correctly.
